Georgia
Georgia licenses money transmitters through the Department of Banking and Finance (O.C.G.A. § 7-1-680 to 7-1-698). The Department says the law's definitions include some forms of virtual currency transactions and that transmitting virtual currency is money transmission, so many crypto services, including most crypto kiosk operators, need a Georgia license. Licensing runs through NMLS.
